The story takes place in 689 AD, shortly after the death of Emperor Gaozong. In order to find out who killed him, Empress Wu has Detective Dee investigate. Along with his partner, Prosecutor Pei, they travel to Mount Song to meet with Master Li, an old friend of Dee's. They are joined by Yin-kwei-fei, a skilled archer and member of the Imperial Guard.

They investigate several suspects, including an eunuch named Zhang Sheng, who is believed to have poisoned the Emperor; Minister Zhao Dun, who may have been angered by Gaozong's policies; and PrincessSupporters of Wu">Wang, who may have wanted revenge for her father's death. The investigation eventually leads them to a cult led by Sun Wukong. Wukong has been using black magic to kill people so that he can bring back the Dragon King.

Dee and his friends are able to stop Wukong and save the day.
